Federal Readiness & Leverage Funders (FRLF) Request Types
The FRLF provides a single, coordinated access point through which grantseekers share requests with multiple grantmakers, streamlining access for participants and funders alike. FRLF accepts two types of requests:

UNLOCKING GOVERNMENT FUNDS
Although FRLF was initially developed in response to a massive influx of Bipartisan Infrastructure Law dollars, FRLF aims to increase access to all government funding. FRLF Leverage Grants support rural and under-resourced nonprofits and jurisdictions that are experiencing a barrier to securing or successfully managing government funding.
Background
Taking Coordinated Action
The FRLF was born to increase access to transformative federal funding and advance high-potential projects led by rural based, BIPOC-led and serving, and other under-resourced organizations and jurisdictions. The FRLF leverages near-term investments from participating Funding Partners to unlock government funding, builds long-term capacity through technical assistance, and moves projects sitting at strategic inflection points forward.
Launched in 2024, FRLF was developed by Kelley Nonprofit Consulting LLC and a collaborative group of Funding Partners, whose efforts were informed through conversations with the organizations and communities across Oregon who would benefit most from this model.
Priorities With Immediate And Lasting Impact
LEVERAGE GRANT FOCUS AREAS
Many nonprofits and small communities miss out on government funding opportunities to advance important projects. FRLF Leverage Grant requests should fall under one or more of these four Focus Areas, which were identified as frequent barriers to government funding during the planning of this program:
Pre Development & Financial Leverage
Helping applicants meet matching fund requirements for government grants
Supporting a broad range of project pre development costs
Incentivizing & Increasing Collaboration
Supporting organizations to lead collaborative efforts
Creating coalitions to put forth competitive government funding applications
Increasing Coordination Between Public Sector & CBOs
Ensuring representatives of underserved, unincorporated, and rural communities remain “at the table” by supporting staff capacity for coordination
Broad, Complementary Technical Assistance (TA)
Providing funding for TA to help secure or manage government grants
Supporting TA providers who build capacity around government funding
How It Works
Aligned Nonprofits and Jurisdictions
Qualifying nonprofits and jurisdictions complete a single, brief application that is shared with multiple Funding Partners
Philanthropic Participation
Funding Partners join FRLF with the goal of addressing barrier(s) to government funding under one or more of FRLF's four Focus Areas
Resource Navigation
Grantees can receive one-on-one, curated resource navigation including technical assistance recommendations to build their internal capacity
Technical Support
Applicants can request FRLF funding toward technical assistance, subject matter expertise, or other support to help them secure or manage government funding. FRLF Grantees are also eligible to receive limited Financial and Compliance Technical Assistance.
