Impacted by Unexpected Government Funding Changes?
Emergency Needs Requests are separate from the FRLF Leverage Grant process and are open to all Oregon nonprofits and jurisdictions unexpectedly impacted by recent government funding disruptions or cuts (including loss of pass-through funds).
Kelley Nonprofit Consulting works with FRLF partners and other interested funders to collate and distribute needs for their consideration. The FRLF provides a single, coordinated access point through which grantseekers can share their needs with multiple funders.
Emergency Needs support is not intended to replace government funding in its entirety, but to serve as a bridge or stopgap – we suggest requesting the amount that your organization needs in the short-term to maintain operations or provide planned services/programming.
By submitting an Emergency Needs request, you are also helping funders in Oregon better understand current needs and helping the FRLF team advocate for increased support.

Addressing Barriers
Federal and state funds propel vital community projects, but can present many challenges and barriers. These challenges vary – from required matching funds to quick turnaround deadlines to the sweeping changes introduced by the new administration. Funding pauses and cuts can instill uncertainty and confusion, leaving under-resourced organizations at a significant disadvantage.
As a responsive funding mechanism, the FRLF can help grantees who manage government funding stay afloat during times of uncertainty.

FRLF is accepting Emergency Needs Requests from Oregon nonprofits and jurisdictions that have experienced an unexpected disruption or loss of government funding.
Incoming requests are added to a shared dashboard on a rolling basis. This is an aligned, collaborative initiative, not a pooled fund – participating funders maintain autonomy over funding and opt to support all or part of Emergency Needs Requests at their discretion.
